iCloud for Windows - Photos

Trying to figure out how the new version of iCloud for Windows works. This is the version you install from the Microsoft Store. In the old version, it would just download new photos. But with the new version it downloads ALL my photos (some 40,000 of them). Is there anyway to get it to just download the new photos? What happens if I delete all of the photos it has downloaded, will it be deleted from iCloud? Very confusion and Apple support documents do not help at all.
