iPhone 13 Pro Max icloud foto sync with iphone

Hello, need a clarification about how the icloud photo sync is supposed to work. I thought it worked both ways:
1)If I cancel a photo on my phone, this will result in cancelling the photo in icloud (WORKING)
2)If add a photo on my iphone, the same will be added in icloud (WORKING)
3)If I remove a photo from icloud foto(existing in the phone), will this result in removing the same photo on my iphone? (NOT WORKING)
4)If I add a photo in my icloud (not existing in the phone), will this add the pic on my iphone? (NOT WORKING)
Maybe I am missing something. Any help?
 
With iCloud Photo Library, your library on iCloud.com, iPhone. Mac, iPad should all be mirrors of each other.

So if you delete a photo in your library at iCloud.com then it should go nto the recently deleted photos on all your devices. If you add a photo in the Photos app on MacOS it should appear on all your iOS devices. Same applies to edits.

Do you have iCloud Photos turned on on all your devices? Its fine if you dont do all your devices for whatever reason just keep in mind it would sync photo data.

How much time did you give it? Since its network based there are a lot of variables that can prevent timely syncs although usually they are pretty quick.
