iPhone 6(S)/Plus Icloud help

hello, my icloud is only backing up some of my photos. I have enough storage and its backed up everything until 2015, but the pictures before that arent on the icloud website(accessing from pc) when i click into my iphone storage i get this wheel next to icloud photos, does anyone know what this means, it still goes up even when my phone is off charge? Picture attached
