iCloud Keychain issues?

Hey y’all,

After selling my 7 Plus I’ve been using my iPhone X for a couple of months and haven’t been able to have iCloud Keychain recognize the passwords on my new device. I just went through and deleted all of my saved passwords, then turned off iCloud Keychain and deleted all of the used credit cards on it. I did this on my iPhone X and iPad Pro.

After turning back on iCloud Keychain and trying to log in to other websites I can’t get iCloud Keychain to remember these passwords when I re-enter them? Do I need to clear all of the Safari history now?
