I keep seeing references to setting up a phone number with iCloud KeyChain for recovery purposes, even in Apple's support documents, but I was never asked to enter a phone number when I set it up originally on my iPhone 5S and I don't see it listed in Settings > iCloud > Account, then tap Keychain, like the support article says. I was asked to enter a security code, which I allowed the phone to generate, but nothing about a phone number.

Was this removed in the release? Did anyone get an option to add a phone number?

I got option with phone number

Did any else have the phone generate the security code? I wonder if that's the difference?

I think they ask for a few just incase you don't have SMS if the situation ever arises? Maybe you're on an iPad etc?

You managed to fix it?

Nope I'm on an iPhone 5S. I didn't try to fix it since the keychain seems to be working, but I'm concerned that it never asked me to set up SMS.

Hmmm... Could you perhaps turn off iCloud Keychain in the Cloud, then set it up again? Is it just a 5s you have? Do you have any other OS/iOS device?

If you're only on a 5s, I'd say delete and install it again.

I setup iCloud Keychain on my iPhone first of all.

Then later, when I installed Mavericks on my laptop, the laptop gave me the option of one of my registered devices authorising Keychain. I said yes and a popup on the iPhone then asked for permission for the laptop to join the party.

I don't recall having to enter a phone number anywhere to do this.

Same exact thing except I added it to an iPad instead of a Mac.
