I thought the Icloud photo beta was going to keep the photos out on the cloud and free-up the space on my iPhone. I have Icloud photo beta turned on for about two weeks. Itunes still shows the photos taking up space on the iPhone. Did I misunderstand what it does?

Well iCloud Photo Library is a kind of back-up, if you don't want the full resolution photo you go to: Settings -> iCloud ->Photos -> Download and Keep Originals
For lower resolution but less space taking Photos: Settings ->iCloud ->Photos -> Optimise iPhone Storage: This is probably the one you want.
