iCloud Photo library and reinstall..

Just want to check...

I have iCloud photo library and top iCloud storage. I currently have the original photos to come onto my Mac. I have TM backed up as well.

I am ok to do a reinstall of macOS and then when I sign in, open photos all my library (all 500Gb of it!), will come down onto my Mac again?
