Why Beta?

Thought we had used this already?

Is this what i need to use for storage?

I.e i take a photo on my phone, it uploads it to iCloud. I run out of storage on my device so delete the version i took on my phone yet i still have a copy because its in iCloud viewable on all my devices?

There is two option with photo library. Keep originals on device or keep optimised version on device.

Keeping only optimised version (the original in the cloud), saves a ton of space on your device.

Is optimised version a smaller file then with inferior quality?

Either way, how do i turn it on? - activate the beta?

The optimized version is lower resolution version. However if you open or share a photo then it will automatically load the full resolution version from the cloud.

As far as turning it on, you go to settings, iCloud, photos, then enable it. However, for some reason the option doesn't show up for everyone and no one really knows why right now.
