Today I received my iPhone 6 Plus with lots of storage - I've been using iCloud Photo Library all summer and still am using it on my iPad mini, but when I went to switch it on my iPhone it gave me some crap about working to add new users every day. I'm already a user of it on my iPad and I can't get it turned on on my iPhone? I'm logged into the same iCloud account and in manage storage I can see that 20GB library teasing me.

Any ideas on how to enable this?
 
I had that problem too. I was using iCloud Photo Library for a while, then I turned it off and back on again on my iPad to try to clear up a problem and it actually won't turn back on because they are adding "new users every day". It's definitely a new error message but I'm not sure if Apple publicized it at all.
 
I'm going to try downgrading to iOS 8.0 on the 6 Plus - perhaps since I was one of the few with that working on iOS 8.0 it'll work there and I can't switch it on on 802?
