iCloud Photo Library face synchronisation.. Does it work?

When my new iPhone X arrived I restored my iCloud backup and was going full speed with it!
My iCloud Photo Library came in (30.000 items) but I noticed that my iPhone X is tagging my faces, still 11.000 to go.
Wasn't it default that tagged faces synced across devices (iOS11/High Sierra)?

I was wondering the same. I reinstalled High Sierra on my Mac (while downgrading from a Beta), and it scanned faces for a week, despite my iPhone having them all scanned. Makes no sense to me.
