I've tried everything, from upgrading from a 5S to a 6. I've restored iOS from backups. I have 8GB free storage. And so on.

I have iCloud Photos Library turned on and it works fine. I have it set to "optimised".

But when I open a photo to view it, and I'm NOT in wifi range, then I expect it to use my data to open the photo. Yet, without fail, photos load to 1/4 of the way (that little loading wheel stops) and the photo remains in its blurry state.

Are photos not meant to download for viewing when using data?
