iCloud Photo Library not showing with ios 8.0.2

My wife just upgraded her iphone 5s to ios 8.0.2. However, there is no option for the beta of iCloud photo library in her icloud or photo options. Any ideas?

Yeah wait for Apple to release it publicly. I updated my ip5 as well as my wife's ip5 from same ipsw. I have it she doesn't. Only thing I can think of is that my ip5 is registered dev account (tested Ios 8 betas) and hers isnt. Who knows!

There is already a thread on this. It isn't showing up for me. It seems that the general consensus is that it is showing up for some people and not for others.
