iCloud Photo Library optimization question

I know that when a photo is added on device A, that it will show on device B optimized (if setting is enabled). But on the source device, in this case device A, does it ever get optimized? Or does it remain on the phone full size 'forever'? Or is there some period of time after which it will be optimized?

I have set to full on my iPhone and optimize on my iPad. On my iPad I get the little download icon at the bottom when viewing my pictures and the picture goes from worse quality to good after the download is done. I never see this on my iPhone. Just on the initial download if I have taken a picture on my iPad. So in my case my pictures are always full quality on my iPhone.
