I have 419 items in my library. With "Optimize Storage" enabled on my iPad, it only takes up like 160MB. However, "Optimize Storage" is also enabled on my phone but my photo library takes up 3.5GB of storage. Any tips? Should I just log out of iCloud and then log back in? I need to do this on both devices anyway because something got out of whack like 3 weeks ago where stuff syncs from my iPad to my iPhone, but not from my iPhone to my iPad. Handoff works the same way and it is pretty aggravating. Will all my photos stay in the cloud (and return upon logging in) so long as I disable iCloud Photo Library before I log out? I would rather not lose all my photos somehow.
 
I would first try changing it to "Keep Originals" then back to "Optimize Storage" and seeing if that makes a difference. If not, it could just videos you recorded on the iPhone. I don't think those download automatically to other devices but could be wrong.
