iCloud photo library, reduce space anyway?

I have iCloud photo library on my devices. I have "optimise iPhone storage" enabled. I know on iPhone it uses thumbnails and only downloads when you click on it.

Is there a way to clear the cache though to get some space back on my iPhone somehow? It's using nearly 20Gb on my iPhone X 64Gb now. I have about 25'000 videos and pictures in the library.
