It's become annoying that every time I do an OTA update, my iCloud Photo Library resets and has to redownload all the thumbnails and device optimized photos. It's as if updating turns iCloud Photo Library off and back on again.
With nearly 20,000 photos in my library this process takes hours and wastes bandwidth needlessly.
I've found that updating with iTunes avoids this, but.. anybody know what's going on? Also, this only happens on my iPhone, not my iPad.
