I apologize if this question has been asked before, but...

I have iCloud Photo Library turned on. I have it set to optimize storage, but, for some reason, photos are still taking up over a gig of space on my iPad and iPhone.

I know there is probably some little thing I'm overlooking, or some switch I haven't flipped, but I can't seem to find it.
 
Optimize means to use less space than the full size version of the photo. I have currently about 28GB of photos/videos in storage and use about 2.1GB of space on my phone. Pretty good considering I can access that much data while using that little space.

If you want to use no space on your device look to other services like OneDrive or Flickr. They will allow you to store in the cloud without taking any room on your devices.
