iCloud Photo Library Storage Showing Up as Space on Mac

Hey! So my Mac keeps telling me that I am almost out of storage. I have the 2TB iCloud storage and I have my photos set to store there as well as "Optimize Photo Storage." However, when I look at my storage breakdown on my Mac it says that there is "200GB" of "Other" on my computer. When I look at its recommendations, I've done all those things. I've removed large files, applications, etc. The Photos tab only shows like 45mb of space. However, when I click on the "Photo Library" file, it says it's 200GB, the exact amount showing up as "other." I'm confused how to fix this without deleting all my photos....
