Has anyone else found that when in Settings/Photos & Camera, that iCloud Photo Library is stuck uploading? Im on 8.1 (beta 2) and have been stuck with Uploading 1232 items? Is there any way to reset this or force the upload?

I had the same issue. I plugged it in to charge, and it finished within 5 minutes. Others here found the same to be true. Give it a shot.
