icloud photo library unavailable

Hi -

I read a thread on here earlier about the icloud photo library. However, even though there is now an option for it in my settings, it says it's not ready yet. I am running 8.02.

Are they just rolling it out gradually? Is there any reason why it would work for some people and not others?

It seems, some people do not have this feature at all yet (me included - on my iPhone 6 with 8.0.2 in the UK, I do not even have the option of 'iCloud Photo Library' at all!!).
