I am running iOS 8.2 on an iPhone 6

Under iCloud>Photos, I have iCloud Photo library turned on, download and keep originals checked, and upload to my photo stream turned on

When i navigate to General>Usage>Manage Storage>Photos & Camera shows 4.6GB used

When I connected my iPhone to iTunes, the Photos & Videos block is showing 9.2GB used


I'm trying to figure out why when I have iCloud Photo Library turned on, it is using 4.6GB of cloud storage as well as 4.6GB more of my iPhone storage (according to iTunes) bringing the total to 9.2GB

iTunes doesn't properly report usage of photos in iCloud Photo Library.
