iCloud Photo Library vs. Photo Stream vs. Backup

I'm hoping someone has some light to shed on this. I've always used iCloud backup, which includes the camera roll. I also use photo stream. I'm excited to use iCloud Photo Library, and I have it enabled, but now, I'm out of storage (which I've already paid for more of) when I try to backup using iCloud (because iCloud Photo Library is using the space). Anyone find a solution to this? The simple idea would be to be able to exclude camera roll from backup.

They introduced a full photo backup solution, its what photo stream should have been. And to entice iCloud pricing adoption they have made more affordable prices,

You can exclude camera roll from the backup in iOS 7. Surely they didn't change that?
