Apple is rolling out iCloud Photo Library through beta.icloud.com and through iOS 8.1

I haven't any problems with that. It's a great feature and i was really waiting for this feature since Apple removed the Mobile Me Photo Galleries.

When Photos.app will be released, there will be the ability to migrate all iPhoto Albums to Photos.app (which includes the upload of these pics to iCloud.com)

But at the moment without Photos.app in my opinion the iCloud Photo Library is kinda useless.

Consider following situation (without the release of Photos.app for OS X):

- I like to have my new vacation photos locally stored in my iPhoto Library
- iCloud Photo Library is enabled, means all pictures will be uploaded to the iCloud Photo Library. Also the pictures i already stored in my iPhoto Library to view them locally

Now consider the situation where Photos.app will be released:

- Photos.app will scan my iPhoto Library for albums and pictures
- Photos.app will upload the same pictures/albums to the iCloud Photo Library which were previously uploaded

Sounds like that there will happen some mismatches expect Apple will enable a query how to deal with duplicates.
