iCloud photo library

I dont have the option to turn on Icloud photo library, iPhone 5s ios 8 GM
Something im missing?

Second that. iPhone 5 and iPad 3, both on iOS 8 GM. Neither prompts me with the toggle bar for "iCloud Photo Library". I just upgraded to the 200 GB plan, so there should not be some kind of storage limit issue either.

Some have it just now. But the release info for ios8 is that this feature is not coming until October.
