iCloud photo sharing?

Using iCloud photo sharing I created a new album and added a video. I then sent the link to someone via email.
1. If I delete a video or photo is it only removing it from iCloud and not my phone?
2. Does this allow me to share multiple large videos with people from my phone? Is there a file size limit?
3. Can PC users also view the videos?
