Okay, there has been a lot of confusion over what all the photo changes are in IOS 8. I think I have come to grips with it and here is how I understand it. If I have it all wrong please let me know.
Under the Albums tab -
Recently Added - A combination of the old Camera Roll and the old Photo Stream. There is a limit to the pictures that are maintained here.
Recently Deleted - Any pictures you delete obviously but there is a time limit to how long they stay here and if you go into the album it tells you when a deleted picture is going to expire.
Also under Albums is any Albums you create.
Under the Photos tab -
Collections and Moments - This basically is every picture you take or will take for ever. You can take pictures from here and put them into Albums.
Under the Shared tab -
iCloud Photo Sharing - These are collections of pictures that you share with others.
The main difference between having iCloud Photo Library (whether beta or not) is that your setup on one device is duplicated on any other IOS device and eventually Yosemite Photos when the app is released in 2015. Hopefully the Yosemite app will have some way of copying any old pictures you may have or convert what you have on current iPhoto. For the time being if you want to get old pictures into IOS Photos, you can use AirDrop (if you have Yosemite) or use Dropbox.
Do I have all this correct? If not, please let me know as I (and many others) are trying to understand all of the changes.
Personally, I have iCloud Photo Library (Beta) turned on on my iPhone 6 and iPad rMini and it seems to be working great. Not sure why they withheld it at the very end.
