iCloud Photos not syncing

Late 2012 Mac Mini i7 on Sierra, iCloud enabled and logged in, Photos app will not sync photos from my other devices (2015 MBA on Sierra, iPhone 6S, iPad mini 2).

Photo syncing working fine on above devices, its just the Mac mini with the issue. i have logged out/in of iCloud, same issue.

any ideas anyone as to a possible fix?

I have the same problem. It's syncs in Macbook Pro, iPad, iPhone but not in my iMac.
