iCloud photos/photo stream not working

Hi

I use iCloud photo library and since the iOS11 update photos are not transferring between my iPhone 6 and iPad Mini 4. They are going to my mac ok. iCloud Photo Library is turned on.

My Mum just got an iPhone 7, has never had an iPhone before but has got an iPad Mini 4. I set up her phone, photo stream is turned on on both devices but nothing is transferring.

Anyone else experiencing similar or know a fix?
