I'd like to have two iCloud libraries (option click the photos library from the dock to choose which one to load)

Library 1:
iCloud Photos (Optimize Mac Storage)
I would use this library when I don't have an external drive attached to my MBA. Photos would still be there from iCloud, they'd just be a little slower to access.

Library 2:
iCloud Photos (Download Originals to this Mac)
I would use this library when I have an external attached and the library would be on the external. I want faster access to full res photos & videos than iCloud and my internet connection delivers.

Is it possible to setup both of these libraries to run somewhat seamlessly (just the option click when opening Photos program)? I am a bit confused by the "System Photo Library" designation and haven't read any threads/articles that want to do this. Would both libraries described above be "System Photo Libraries?"
