iCloud Photos Uploading from new phone after Phone to phone upgrade

Hey all

sorry to make another thread. I just upgraded from an Xs to an 11 Pro using the phone to phone option. When it was finished I noticed on my new phone its UPLOADING the 3000+ photos. The phones it copied from my old phone that are already in the cloud.

Is this normal behavior? is there any way to stop it, or do I need to? Is it going to overwrite the same photo in iCloud or make doubles of everything?

This is normal behavior. It’s not really uploading. More like verifying.
