Whats the best practices for using icloud with multiple devices. I've just setup family sharing with my wife and previous to this she didn't use icloud storage at all (though her ipad and iphone used the same apple/itunes account).

She has photos on her phone and some on her ipad. I enabled icloud sync on the phone first, and its been uploading for the last 2 days (140GB so far)... I just enabled icloud on her iPad with optimize size on, hoping to be able to see some of the cloud photos, but wonder if it will sync the photos she has on her iPad into the library as well (so they are available on her phone).

Will it intelligently merge the two into one library, or did I just erase all of her photos because now its going to assume all the photos are now gone since they aren't on the iPad.
 
It should do just fine. Give it sometime and make sure to keep the devices plug in. Apple iCloud sync is unhappy when syncing and it’s not plugged in.
