iCloud photos won't update (or be turned off!)

My photo library hasn't updated for a while, it happens on a regular basis and deselecting iCloud photos in System Preferences then turning it back on again usually works. Now when I try that System Preferences freezes and I have to force quit it. I'm on Big Sur 11.4. I've tried all the updating photo library fixes I can find on the internet except of course turning iCloud photos off and on!
