iCloud pictures.

i pay $3.99 a month for the plan with more than 200 GB. i don't understand exactly how it works. my assumption was that all the pics from my devices, iphone 6, mini ipad 2, and my iMac desktop will be kept in the iCloud. Therefore i didn't need to have them occupying space in my devices. then if i wanted to see them I would downloaded them? Anyone could briefly let me know how this works...thanks
