Lets say that I took pictures on my iPhone then with photostream they went to my iPad. Would they be "deleted" off of my iPhone to go to iCloud or do they stay locally on the iPhone. Do they also download locally to the iPad?

I believe they would remain locally on your iPhone and be downloaded locally on your iPad.
