Icloud reinstalling deleted apps?

I recently purchased a iphone 10. Is it possible when restoring from icloud back up that an app deleted months ago on my iphone 6 would reinstall when restoring? Trying to see if my wife downloaded the app or was it icloud.

If she restored a back up that was that old, then yes. Otherwise no. It must be part of the backup to be restored.
