One of our iMacs is not supported for Ventura so will have to remain on Monterey. My question is will it have access to use iCloud Shared Photo Library or will it not 'see' the shared library. It doesn't seem to be system intensive so I hope they will do a Monterey update to allow access and control over the shared library.

I have the same question. My late-2015 5k iMac will still be in use for years to come, yet can’t upgrade to Ventura. Hoping for an update to Monterey after Ventura is released that will enable viewing shared library. I can imagine this isn’t a high priority for Apple, but it’d be nice to see down the track.
 
It sure seems like they'd be able to do this relatively simply. I can't imagine there's something specific to newer machines or Venture as an OS that only makes it possible. An update to the Photos app of course, but a lot of the functionality is in the way that iCloud works. Although I'm often wrong when I think that something is just common sense with Apple involved. Fortunately we have newer devices here so it won't be an issue, but for a while I ran photos on an old Mac mini just to have a 'definitive' copy of the library always downloaded, so pretty sure there's a need for things like that or families with older Macs around.
 
Yes the Monterey m/c and the Ventura one should see the same photo library if it's in iCloud and using the same iCloud user login. In fact I'm looking at two Mac session finder windows right now, one on an older rMBP with Monterey 4.5 and the other on a newer Mac mini with Ventura beta 4 on it.

The contents of their respective Photos folders are identical. I'm sending both desktops to iCloud, and the Photos folder is on both desktops.

Maybe Family Sharing could be useful here if y'all have different iCloud accounts. I haven't had to use it since I only need one iCloud account.

Keep us posted, I'm still trying to get my head around iCloud. In fact, I have no idea how I stumbled across syncing files across multiple Macs like this, it just started working while messing around with iCloud.

I think it's the future of computing actually, barring any major FUBARs
