iCloud storage full...but it is not

I recently noticed some of my larger movie files were not being uploaded to icloud because there was not enough space. So I upgraded my storage plan from 200GB to 2GB. But lo and behold I keep getting the same message that icloud stoage is full despite now having 1.8TB of free storage. This is very frustrating. Please help.

This post doesn’t make much sense if I’m honest.
You’ve gone from 200GB down to 2GB but have 1.8TB of Free storage?
I’m guessing you’re meaning 2TB?
