I was on the free 5gb and decided to upgrade to the 20gb plan, but when i check my storage i have 20gb i thought i was going to get 25gb since the 5 gb is free but no they gave me 15gb+ 5gb free.... Is that normal?

Yes. The plan is for 20gb not +20 added to your free 5.
