I recently saw an email somewhere (which I now can't find) saying I was billed for optional iCloud storage. When I go into Settings->iCloud->Storage, it says I have 200GB total iCloud Storage, of which 170GB is free. When I then click Change Storage Plan, the screen tells me I am currently on the free plan of 5GB, but can upgrade to 200GB for $4.49/mth. How can I be on a 5GB plan when I have 200GB available??

I guess the question is... did you already sign up and pay for the 200 GB iCloud storage option? If so, you need to contact Apple customer support and get it straightened out. You should have a receipt from Apple showing the purchase of the addtional storage space.
