iCloud sync issues between devices

I have one device that isn't syncing with all other devices. They're all signed in the same iCloud account. When I create or modify a Note, it appears across ever device except for this mac. System preferences as well. I have a bunch of Keyboard text shortcuts that all disappeared. They appear find on other macs and iOS devices. What's the best way to get this device back in sync?

usually it helps to log out of iCloud, restart and login again.
YMMV but it's worth a try?!
