All Devices iCloud synced tabs in Safari

Are iCloud synced tabs in Safari working between iOS devices running iOS 13 and macOS devices running Mojave or earlier for anyone else? Trying to figure out if this is a bug in iOS 13 or something is broken in my setup that needs fixing..
