iCloud syncing of contacts

If I create a new contact and it syncs to iCloud and I can see it on icloud.com, why isn't it showing up on my Mac when I have both my iPhone and Mac set to sync to iCloud? If I create a new contact or edit one then it shows up on my iPhone but it won't the other way around.
