iCloud Syncs Reminders to Phone, but not Other Direction

Can someone give me some things to check for when I create reminders on my iPhone6, and they don't sync to my iCloud? But when I create them on iCloud, they show up on my phone?

What am I doing wrong?

I have checked the settings, and am using the same iCloud email. Syncing is turned on. I must be missing something else.
