Icloud tabs problem

So I am using my iPhone 4S and iPad 2 both running iOS 6. I have set up my iCloud account the way it should be. For some reason though, my tabs aren't syncing at all. I have tried apples troubleshooting tips(we know how we'll those work). Anyone have any idea on how to fix this? Thanks guys and gals

Ps. I'm only gonna assume that I don't need an apple computer for this feature. Unless I'm wrong. Lol
