Ι consent new iCloud terms and conditions to use iCloud on this Mac but nothing. Τhe message is repeated.

I have the same issue. Monterey 12.1. MacBook Pro M1 Max. I really do not want to disconnect icloud briefly as I do not want to re-download my entire Photos library.
 
This is also happening to me. I contacted apple support and after a few calls and many attempts at fixing it they put a supervisor on the phone and she stated that this is a known issue and that apple engineers are working on a fix. I'm currently updating to Monterey 12.2 so hoping this update will cure the issue. Super annoying!
 
Just updated to 12.2. The loop continues. I am still unable to accept the iCloud terms and conditions. Very frustrating.

I ended up logging out of iCloud and back in. The most frustrating thing about it was that my Documents folder defaulted back to my Local user folder. I'm no longer getting the prompt to accept new user agreement though. Hope you guys get a solution before breaking down like I did.
 
I solved the problem selecting the different mails choosing acceptance in each email.
 
I'm getting this notification repeatedly in macOS Venture 13.0.1. It's annoying. No matter how many times I accept it, the notification appears again a few seconds later.
