I got a 12.9 IPP and just got a 9.7 IPP to try out. I used the backup in iTunes of my 12.9 to load everything on the 9.7. The 12.9 had the default name of iPad Pro, or maybe I named it that at some point? So this was copied to the 9.7 and I changed its name to iPad Pro 9.7. Now when I'm checking my open tabs in safari on my 9.7, it seems to also show the ones from my 12.9. It thinks the 12.9 and 9.7 are the same device? What do I do?

You change the name on one of them. The backup will restore the new device with the same name so you will need to change the name afterwards.

You can change your iPad name here:
Settings > General > About > Name

As for the Safari tabs, that was saved in your backup, and when you restored to the new iPad, they got onto the new iPad.
