iCloud thumbnail issues

Hi I’m having issues with my photos it doesn’t show up the thumbnails. I keep getting this in my gallery. Is there anyway to solve this please?

I think maintaining an iCloud backup of photos is like a dark art or something. Almost impossible to troubleshoot when an issue pops up. Apple really need to rethink it a bit…can’t believe I pay quite a high monthly fee for it.
