First off, make sure it's a legitimate email. There are a LOT of spam email attempts that look like that.

Second, if you pay for cloud storage and upload stuff to the cloud, and later stop paying for it, usually the way the cloud services work (iCloud does this) - is just prevent you from uploading new stuff but make your current stuff downloadable.

Obviously things you didn't upload, for example - Apple Music - you'll lose access to, but I'm assuming you're talking more about iCloud Drive storage.
