ICloud videos greyed out/missing after restore

Hi

I've just received my IP7 and have restored from my 6S back up twice but each time many videos within the photos app are greyed out.

The 6s was also running IOS10 before backing up to iCloud, had anyone had anything similar.

The videos appear as a blank thumbnail but nothing shows when clicking to play, just a soaking circle as if not downloaded.
