I have all my contacts on my Mac under "All Contacts" in Address Book, and iCloud enabled, and it synced a bunch of them, then I imported a bunch of new ones from my old iPhone and it won't sync those.

They're under "All Contacts" on my Mac, and pressing the refresh button in Contacts on my 4S doesn't bring them over. :(
 
Did you check the iCloud website to see if the new ones are there? On your phone Go to Settings ---> Mail, Contacts, Calendar then scroll down to Fetch New Data.

No, it's not on the iCloud website apparently, which is weird because the new contacts are totally in my Mac's Address Book, which seemingly synced some of them to my iPhone.
 
You can manually sync your contacts through iTunes to your iPhone, but if your Mac isn't syncing with the cloud that's another problem entirely.
